The aim of the project is to study the system of the social decentralization in Ukraine and voucher assistance in Georgia and create permanent structure for developing social decentralization services conception in Eastern partnership countries.

 

1 Objective: To study Ukraine experience in the line of social decentralization and Georgian experience in voucher assistance system;

2 Objective: To establish Social Decentralization Platform with participating of the CSOs of Eastern Partnership Countries;

3 Objective: To develop CSO’s capacities and abilities on conducting participatory monitoring in social sphere, particularly in the social services decentralization and integrated systems.

Outcomes 1: To learn Ukraine experiences in dimension of social services decentralization and Georgian experience in voucher assistance system:

 

Activity 1.1: During the project 3 representatives from each country (Armenia, Georgia and Ukraine) will visit Ukraine. During 5 days will visit SCOs and Agencies provided social services in Ukraine. Delegations will learn experience of organizations in Odessa.

Activity 1.2: Delegations from Armenia and Ukraine will visit different CSOs and government agencies to learn Georgian existing experiences in social services sphere and particularly will learn voucher assistance system during 5 days. They will meet with organizations in Tbilisi (capital) and in Kutaisi (as a regional example). They will study Georgian experience, social issues law, vision of the future of government and recommendation of CSOs regarding social services decentralization.  

All these visits gives opportunities of project team to form clear vision about existence situation and future action plan to develop social decentralization policy in Eastern Partnership Countries. All these vision will be used as a basic data for Social Services Decentralization Platform of Eastern Partnership Countries Action Plan and Programs. 

 

Outcomes 2: To create sustainable system of developing and improvement of social dialogue and social services in Eastern Partnership countries through permanent sharing and exchanging experiences and information.

Activity 2.1 Project partners will create common statement about Social Services Decentralization Platform of Eastern Partnership Countries and send it to members of Eastern Partnership Forum and other interested organizations to invite them to join in Platforms.  For creating common document and Statute of Platform initiative team (consist from project partner representatives, 2 from each organization) will organise 3 skype conferences.  Initiative team will work on statement, concept, rules and other policy documents, which are needed to establish Platform. Also team will invite other organizations to join to the Platform and discussion process.

Social Services Decentralization Platform of Eastern Partnership Countries will be sustainable instrument to engage CSOs to develop social dialogue, positive experiences on social services decentralization issues and have possibility to do common projects, which will strength process of lobbying and advocacy of social services decentralization policy.

Activity 2.2 Establishing and presentation of Social Services Decentralization Platform of Eastern Partnership in Georgia. It will be official presentation of Platform where will be invited members of National Platforms, representatives of CSOs, government, experts and media. During presentation audience will get detail information about Platform, it works, concept, future plans and visions. 

 

Outcomes 3: To strengthen capacities of CSOs working on social services sphere. 

Activity 3.1 During the project participatory organizations will organise 1 two days seminars for organizations working in social services field. During seminars project team will share result of study visits, information about Platform, it future visions and plans and activity which Eastern Partnership Civil Society National Platform, especial WG5 does. Also, project team will share result of surveys which has done during project “Advanced Reforms, Advanced Civil Society”.

Activity 3.2 During project will be organized Media campaign. Project team will create special page in social network, will participate in TV programs to promote necessity of social dialog and social services decentralization. Time to time will be organised press briefing for media to inform them about duration of the project. In frame of the project will be published several articles about social decentralization advantages through website of organization and special Blogs. In the end of project will be published report of the project activities.
