Research-Intellectual Club "Dialogue of Generations"  carried out youth project - modeled, the simulation game "Open Self-Government ".

The aim of the program was at young people to develop leadership skills, to inform self-government princips and the working, to involve in  the decision-making process, development of city and and searching of  youth problems in for solutions.

The project lasted for 6 months and 30 students took part in it.

The program consisted of three main phases, each have own specific sub programmatic and  a goal of phase.

First phase aimed to prepare ideologically for  political activities.

the  aim of the program was to create imprevission on the existent and the alternative "political environment" with  non-formal education methods, invited  guests, group and individual assignments, ideological speech and various activities.

In The program was invited  by governmental and non-governmental sectors of the community (the law and the Code, local government functions and responsibilities, its  budget,   the local elections, local government structure and a plan of action, teamwork, strategy and performance, political platform, in Georgia and in the political environment of world,  etc.)  competent people  from "SAIA" , from the local self-government, from the  ceesko and from the various NGO.

The second phase of the simulation was to election the mayor, his administration and the City Council.

the aim of the program was introdaction the specific character of local government elections for participants and making skills in it.

In The second phase was carried out the following activities:

group formation of political units (name, slogan, ideological platform) - set up two independent political parties and one coalition;

to reveal the mayor candidate in the group, draw uo the electoral program (format: a political ideology, priorities and 2 main  promises) planning  election strategy, the implementation of the election campaign,  was determined election priorities. Gathered alternative Central Election Commission, as well as was hold an outdoor activities: meetings with residents and students;

during The program was held  the three programs. Live broadcast of the debates participated in the election of party officials opponent.

Simulation elections were held, in which 333 voters took part in 3 different polling place.

The third phase of the game was to be staffed of council, Mayor and his administration formation.

the aim of the program was fromation   of cultural and political relations in participants and to lean the specifics of the composition of the council.

In The third phase was carried out the following activities:

City Council member proportional staffing, forming fractions under the law applicable. Created 5 different factions, who worked on the direction of culture, health, ecology,  Youth Policy and e.c.t.

 

was hold election for  board chairman and his two deputie. where was revealed   Chairman of the Council, and he has appointed his two deputies (one from an opposition party);

Sectoral committees and the chairmen of the formation of choice created five sectoral committees and their chairmen appointed by open ballot;

Mayor and his administration staffing were staffed. At this stage, the program has  added 10 new participants, students.

the program was summed up in kutaisi new Parliament building.
